Paraguay's Territorial Tax System, Explained Honestly

“Move to Paraguay, pay 0% tax” is the most repeated — and most oversimplified — claim in this market. Territorial taxation is real and genuinely useful, but it does not mean everyone pays nothing. Here’s the honest version, so you can plan around what’s actually true.

What “territorial” means

Paraguay taxes income by source, not by residence. Income earned inside Paraguay is taxable in Paraguay; income earned outside Paraguay — foreign salary, foreign business profit, foreign dividends, foreign rental income — is generally not taxed in Paraguay at all. That is the core benefit, and for the right person it’s substantial.

The rates on local income

When income is Paraguayan-source, the rates are still low by global standards:

  • Personal-services income (salary, professional fees) — a progressive personal income tax (IRP) of roughly 8% to 10%.
  • Capital income, including rental income — taxed at a flat rate of about 8%.
  • Corporate profit — 10%. VAT — a standard 10%.
The catch most people miss: if you rent out your Paraguayan investment property, that rent is Paraguayan-source income, so it is taxed in Paraguay (at roughly 8%). The territorial break applies to your foreign income, not to income the property earns locally.

Whether it actually helps you depends on your passport

This is the part honest advisers say out loud:

  • U.S. citizens and green-card holders are taxed by the United States on worldwide income no matter where they live. A Paraguayan residency, on its own, does not change that. It can still be a valuable residency for other reasons — but it is not a U.S. tax-avoidance tool.
  • Residents of residence-based tax countries (much of the EU, the UK, Canada, Australia) can benefit meaningfully — but only if they genuinely cease tax residence at home under their own country’s rules. Simply holding a Paraguayan cédula while still living in your home country does not switch off your home tax bill.
  • Everyone else — the calculus is usually simpler, but still specific to your situation.

Becoming a Paraguayan tax resident

Holding residency and being a Paraguayan tax resident are related but not identical. Tax residency generally follows from actually establishing your life and presence in Paraguay. If your plan depends on the tax benefit, that plan has to include genuinely shifting your tax home — not just obtaining a card.
